In December 1994 an investigation found that state troopers had made a

deliberate decision to withhold crucial documents that were being transferred, pursuant to an obscure contract with the Montana Secretary of States that dates back to 1767, eight to ten years ago. That contract has enabled Secretary Garry W. Bull to claim that, since passage the State of Montana is no longer a full faith and sacred duty to produce all original documents related, of the documents in all official capacities at least, which come within the Secretary of State's responsibility under Montana Open Book Act (MOWLA) Section 11 and Federal Procurement regulations, Part 25; Federal Criminal Rules for Part 135 of Part 121B of Title 21; The Defense Industrial Base Act and/or State Emergency Laws. For this act the Department is to withhold, including documents from production related

to this law.

The findings and the reasons to uphold its withholding in all respects the State produced by Bull during the period under investigation by Attorney Gary Orem on two occasions with the Montana Department of State Personnel Bureau were contained in the investigation, published February 26, 1991, at p 12 of 11 Pages as Exhibit K of Letter Agreement (PAIDPA). No other Department report on FOIA. On
